For 18 years Bend and Redmond Police have been arresting Marten Todd Hollowell for property crimes sprees.
Since 1989 Hollowell has been charged with hundred of car break ins in Central Oregon. Since 1989 Hollowell has been charged with hundreds of car break ins in Central Oregon.
His jail records date back to 1999. Theft, unlawful entry into a motor vehicle, ID theft, unlawful use of a computer are among the charges Hollowell has faced. He's spent many years in prison or jail.
"The bottom line is once you do your time you are allowed to be out starting all over again. That being said a lot of people go right back into the same crime over and over again," said Maunder
Charlie Cookson of Bend had his window bashed in and his backpack stolen while working out at Aspire Health and Fitness. Cookson is upset to hear that Hollowell is a repeat offender.
"It's really frustrating that someone like that is back out on the streets, and continually commits those crimes. It's just frustrating that there doesn't seem to be a solution to stop that person," said Cookson.
Hollowell has had three prison terms and spent 441 days in the Deschutes County Jail, including his current stay. As of January of this year Hollowell had completed his parole. Before this current arrest his last arrest was in 2005. This time, if convicted, his sentence might be tougher. Identity theft now falls under the ballot measure 57 prison sentencing, meaning Hollowell could potentially go to prison for fifteen plus years.
Though partial funding for that measure has been put on hold for certain crimes.

The judges here need to go
So if he could have gotten 15 years under the one measure why didn`t they give him the max instead of only seven ? This guy is a habitual offender. Maybe when he gets out he can break into one of the judges cars and steal some stuff
