Steve from Bend says its a disgrace. He wants to know if its really okay to be shirtless in downtown Bend. Yes, he's talking about men. Writing in to us saying its okay by the river but you should be required to wear a shirt in the city.

 

Well Steve, no shirt, no problem. there's no law, rule, or city code against it. But its a different story once you step indoors. Shop owners have the final say.

 

"They can have a dress code for sanitary reasons as well as maybe some of the merchandise may be sensitive to oils and things.. but business owners have a great deal of leeway as to dress codes and matters inside their businesses," Steve Esselstyn with the Bend Police Department.
