Prostitution arrests are gaining headlines as an organized group makes it's way around Oregon. Last week in Eugene seven were arrested in an underage sex ring that allegedly sent girls around Oregon and across state lines, the girls as young as fourteen. Two of the seven face charges in Deschutes County, 22 year old Brian Rogers of Eugene and 18 year old Megan Schoon of Bend. They're charged with pornography- using a child in a display of sexually explicit conduct, encouraging child sex abuse, prostitution, sex abuse and compelling prostitution of a girl under eighteen. "They're more vulnerable than the adults," said Brent Barker, Roger's Eugene neighbor.
District Attorney Mike Dugan says ending the problem starts with taking care of the children. He's noticed women with rough backgrounds are easily susceptible to the lifestyle. "When they run away, they find that they need money and it's easy to sell themselves or sell their product and get some money," said Dugan.
Shoon and Rogers were charged this past May, shortly after a prostitution sting nabbed Schoon and eight others. In both cases, websites were used to advertise. Here in Bend, it was the largest prostitution case in eighteen years. Police are keeping an eye out, working to keep the group out of the area. Dugan says, as the old adage goes, "It takes a community to have a safe community and the whole entire community has to be vigilant and have their eyes open if they see it happening, report it."
Punishment for the crime vary from an A Misdemeanors to B and C Felonies. In all cases, prison time is short and many start right back up again. Under state law sex trafficking of minors is punishable by ten years in prison.
