In this ‘You ask; we answer,' Eugene in Madras says, "This question involves a pedestrian control device intersection. I approached an intersection where I had a green light and as I made a right turn, I noticed two pedestrians on the sidewalk briskly walking toward me and toward the intersection. I completed my turn and was surprised to see the walkers continuing to walk into the crosswalk, which was in the "Do not walk" condition. Another car making a left turn under green had to aggressively stop to avoid hitting the walkers. I know that supposedly a pedestrian always has the right of way. Is this true at an intersection with pedestrian control lights?"
Bend police says pedestrians do need to wait for a walk signal at a controlled intersection, otherwise it is considered jay-walking.
"The pedestrian has to recognize that not all cars are going to stop for them, so they must be cautious, go to the intersection and make sure you make eye contact with the driver to be sure that driver is going to stop," says Steve Esselstyn with the Bend Police Department.

In this ‘You ask; we answer,' Katie in Bend says, "My question is about the road construction on 18th Street between Cooley and Empire. First, what exactly is it that is being done on the road?
And, second, are the "patched" areas going to be paved over to smooth out the road when they are finished with the construction? The "patched" areas in the south bound lane make the drive almost unbearable because of the unevenness of the road. "
Crews have been working on that project since late July. They're installing a new sewer line between Empire Avenue and Egypt Street. The project is to get ready for development at Juniper Ridge.
"The project is important for all that part of northeast Bend because the existing sewer system is at capacity and with additional development coming in to the area, especially at Juniper Ridge. We need to add some interim capacity," says Jerry Mitchell, Development Manager with the City of Bend.
The bumpy pavement is temporary and will be smoothed over.
